Diversity in forms of utilization of works has been brought about by recent technological advances in the areas of digital format reproduction and transmission. In response to these technical developments, it has become necessary to examine the present copyright system, for example whether it is necessary to revise the existing rights or to create additional rights.
It is also necessary to deal appropriately with international copyright movements, such as the movement for consideration of a new international document related to the Berne Convention for the Protection of Literary and Artistic Works.
In order to deal with these tasks, the Copyright Council opened its first subcommittee meeting in July 1993, to make a comprehensive examination of the copyright system.
