   Educational Reform for the 21st Century
Chapter7   NEW INITIATIVE FOR EDUCATIONAL REFORM TAKEN BY LOCAL COMMUNITIES

Educational issues are closely linked to the people's awareness and in order to materialize educational reform it is essential for not only the government to implement systemic reforms and various measures to improve the education system but also for every individual to view education as his or her own issue and to take the appropriate measures to create a society-wide engagement of the issue through school, family and local community. In other words, it is essential that educational reform be carried out as a national reform movement.

  For this purpose, the government has on various occasions been informing the public about its educational reform plan and has asked for the public's understanding and cooperation in educational reform through the exchange of a wide range of views.

  In addition, at the local community level, local governments are playing pivotal roles in carrying out various programs to advance reform measures, in response to movements for educational reform within the national government and in cooperation with private organizations. It is necessary to effectively link these activities at the national and local government levels and to promote educational reform as a nation-wide movement.
