In order to protect the preservation districts, the municipalities need to establish bylaws based upon the national government's exemplary by laws. In the case that the district to be protected is included within the city plan, its boundaries can be determined according to that plan. In the case that said district lies outside of .the area covered by the city plan, its extent can be determined according to the preservation bylaws.
In recent years, the preservation of historic villages and towns has taken root as a means of developing communities that possess a characteristic charm. There are an increasing number of examples of comprehensive measures being taken to preserve the scenic views and natural environment both in and around the preservation district and to create scenery that is unique to and characteristic of the city in which it is found.
