1)Consideration is required as to: the extension of protection to cultural properties (so called "skirt materials"), which have not been formally designated as such due to the present strictly selective policy of designation; the extension of protection to those properties whose fields currently fall outside of formally recognized areas such as the traditional daily life culture and traditional craft techniques; and the extension of protective treatments to cultural heritage of the recent past.
2) Consideration is required as to : the introduction of comprehensive, unified protection that transcends the framework of classification for respective types of cultural properties such as fine and applied arts, historic buildings, historic sites, places of scenic beauty, natural monuments and folk-cultural properties; the utilization of cultural property designation to extend protection to plant and animal habitats and breeding sites ; and the inclusion of places of scenic beauty and natural environments as cultural prorerties to be protected.
3) Consideration is required as to : the introduction of a "registration" system to supplement the "designation" system presently in effect for cultural properties, under which an item, although yet not designated asa cultural property but whose preservation is desirable, be registered in a file. In the case that the owner of such a registered item should wish to alter the item's condition or wish to dispose of that itern, the owner will be required to report this to the relevant authorities for consideration. More extensive recording of cultural properties is also a matter for further consideration.
4) Promotion measures are needed for : the speedier excavation of buried cultural properties, improvement in the area of management of unearthed objects and dissemination and utilization of information gained from investigative excavations.5) Increasing assistance on the part of the private sector to activities which protect cultural properties.
