5. Future Measures for the Promotion of Culture


The following examples are some of the possible means to this end: 1)consideration of an overall promotional plan which clarifies basic guidelines for cultural promotion and a nationwide promotional system, 2) an increase in the effectiveness of policy oriented research including discussions and proposals regarding basic definitions of cultural policy and effective measures for its execution, 3) consideration of an implementation plan, such as middle and long term plans, which clarifies the principles to be followed in the steady implementation of culture promotion policies and 4) consideration of the development of a system that will allow closer collaboration between the Agency for Cultural Affairs and related administrative organs whose job it is to carry out various policies relating to culture, thus allowing the effective formation of a policy for the promotion of culture from a national viewpoint. By improving these promotional systems, it is hoped that effective, concrete measures for the promotion of culture can be put into practice in their respective areas in such forms as various systems for the promotion of culture, financial measures, guidance and advice. It is also believed that by putting such measures into effect, tax relaxation can be taken advantage of, thus enabling the maintenance of cultural policy that compares favorably with that of other countries.
