As an administrative organization in charge of planning and implementing various measures to promote culture, the Agency for Cultural Affairs carries out, from an overall and comprehensive standpoint, the promotion and dissemination of culture as well as the preservation and utilization of cultural properties. in cooperation with related governmental organizations. While it is mainly boards of education that have charge of cultural policy at the local governmental level, there are also many cases in which governor's or mayor's offices are in charge of promoting mattersr elating to culture.
In light of the increase in the proportion of culturally oriented members of the general public and progress that has been made in the area of international exchange, it is vital that an important role be played in the promotion of culture not only on the part of the national government, but by the local communities as well. Increased collaboration between the national government. prefectures and municipalities is a matter of course ;closer collaboration should also be created among the related administrative offices of the central and local governments, cultural organizations and those organizations concerned with international exchange.
