(1) Enrichment of policies to nurture culture


Prior to the Second World War, cultural policies were dealt with separately according the their respective fields, but began to be handled in a systematic manner from the post war years. It was not until the establishment of the Agency for Cultural Affairs in 1968 that an overall system for cultural policy was developed which recognized the realm of art and culture and the realm of cultural properties as a comprehensive policy area. While much discussion and study have already taken place regarding an overall national cultural policy, it will be necessary to further define and clarify policy directions and various measures for the promotion of culture, as well as carrying out previously defined policy directions and to consolidate such a policy.

In developing various national cultural policies, the system for cultural promotion must be improved at both the national and local levels. To this end, it is necessary to clarify the basic policy for cultural promotion and to enhance the quality of policy oriented research and discussion while developing organizational systems throughout the country at both the national and local levels.
